I have very thick spikey hair, and when I try to grow it out, instead of falling over, it tends to just start grow really high and it looks puffy and fuzzy. I want my hair to just fall over like normal people!

You're not letting it grow long enough. You might try a smoothing serum. It will help with the fuzziness, and will probably let your hair "fall over" sooner.

Try using an ionic hair drier along with a flat iron to "train" your hair to fall.
Took my extremely curly hair a few weeks of this until it started "falling" insted of standing straight up. While I was waiting I learned to LOVE bandanas, hats and ponytails!

"Train" your hair to lay flat on your head. After you shampoo & while it's still wet tie a bandana over your head or put on a tight knit cap. Once your hair is dry it should lay flat but I would do this as much as I could until it is grown out & is growing that way.
