it is Russian. it means "I love you regardless how bad my Russian language is"

It sounds like Russian. "Ya lulblu tebya" means "I love you" and "moi russkii yazik" means "my Russian language". Unfortunately I only took one semester of Russian, and I can't help you any further, sorry!!!
