a guy tolled that to my friend and she likes him but we dont kno what u wants to say because we think he likes her

When I say it ....I'm planning on dumping the girl.
When a boy says it....He may be trying to tell the girl that he like likes her.

If you two are going out maybe he wants to break up. Or if you two aren't going out maybe he wants to go to the next level. It could be that he is having problems and needs to talk to someone as a friend

Could mean anything. you have no way of knowing till he talks to her. He could wanna tell her about a new shirt he bought, lol. All thats left to do is wait and see what he says.

I wouldnt say that to ask a girl out, but I do think some guys would.
The real test is if your friend looks at him while he is looking at her and he turns away. ( a guy never stares at a girl he wouldnt go out with)

I think you are over analyzing it. It means that he wants to talk to her about something. The only way to find out is for your friend to talk to him.

I think you and your friend need to concentrate on school and not boys, they will come later. Tell her to just see what he has to say but be careful, he may just want to get into her pants.
