Yes but be sure you get it done professionally, you don't want to mess up hair that you have been trying to grow for years. They will probably use foil. You don't have to go extremely light with the highlights unless you want to. I like red highlights with dark hair. Or a light golden brown, but the blonde is fine.

It probably would. But remember, if you highlight you will have to touch up. And it is impossible to get the exact same hair highlighted each and every time. Your hair will, over time, get lighter and lighter and more and more damaged. Think about this before you commit to highlights.
If your hair is dark brown, the stylist will have to use a powerful bleach solution to bring up your dark colour to a frosty highlight. This will cause a lot of damage.
Why not try some funky, clip in highlights? That way you can have the fun of highlights without destroying your hair.
