There are numerous bullets. Keep in mind, bullets are different from ammunition.
The major bullet makers are Speer, Nosler, Sierra, Hornady, Barnes, Swift, Remington, and Winchester.

What is the "best" bullet...that depends on what you are planning to do with them and personal preference. The characteristics of a good hunting bullet is probably different than a self-defense bullet.

There are literally dozens of brands of ammunition in your caliber worldwide, and many of them offer many different loads. What kind of bullet you use will depend on your purpose for it.
As to what is illegal and what isn't, that will depend on the laws regulating ammunition in your locale. You can check, if you're in the USA, your state's website for complete details and links to the appropriate statutes.
