contractors just like other government sponsored projects. They would hold a auction for the contractor that would be responsible for building it. Each possible contractor sends a bid and plan and then they choose the best one.

Well, the Minutemen are getting donations from people, and individual states are already acting to get things going...the president wouldn't actually build the wall himself, either, and it's Congress' job to put up legislation on illegal immigration, which thus far they've been unwilling to do. The House has held hearings on the issue, hopefully when they present their findings there'll be a good consensus reached on how to enact good enforcement. If not, it'll be up to the states to do it on their own...
