We have a mixed wire terrier dog. She is very well known for whining at small animals which is amusing because when i researched a terrier background they are known for hunting rodents. Yet when we had a mouse in the house she stood on our bed whining and her bladder let loose. We also had a pet rabbit that the dog used to whine around with the same reaction as the mouse story. I'm guessing in your case it's not fear causing the whining it the want of a chase to catch the chinchilla.

My dog whines when he's hungry.
Maybe the dogs you see whining think the little rodents are food.

yes because it could have had a bad experience with a smaller animal that could be it just slowly show the dog that the chinchillas are kind.

Dogs have all kinds of ways of expressing themselves at other animals. My little dog is a pug. He makes a different wines, grunts, howls and barks. He has a great deal of ways he expresses himself. I guess any noise they make is normal for them since they are limited by not talking.

Yes, they probably want to eat them for dinner, but don't know if they will get in trouble by you if they do, so they whine, hoping that you will offer it to them on a dinner plate.

My best guess is that your dog does this more than you want to notice. If you never told your dog "NO! Be quiet!" than best chances are that your dog will continue doing this unless you do something about it.

yes, they either want to play with them or attack them. The whining is a sign of anxiety.

Yes, because they want to rip the heck out of them. It's natural.
