That depends. If the country is normal, and they have normal leaders, and they are doing things in a normal way, following the laws of good neighbors, recognition of human rights, etc.... then I would say no....
When you have a leader who is nuts, makes threats, tries to develop nuclear weapons, lies and cheats, well then my answer would ohhhhh hell yes....

It depends on what you mean by poke her nose. If you mean just verbally condemn by the executive branch of government then yes. But if you mean to fight a war or cut off trade with that country, then there should be support from Congress i.e the people.

Whether you are taking about cannibalism in N. Korea, death buses in China or human organ black market which is a global growing business - the world is too interconnected for there to be no nose picking.

I saw someone say survival of the fittest - Get your bloody head out of your bloody anal pore.

Someone needs to control the childish idiots that rule some of these countries. Look what happened when they left Germany unchecked. Just think if they would have had nukes.

If citizens from the other country ask for help, yes they should.
If you're being mugged and you call for help, don't you want someone to stick their nose in your business and help in the best way possible?

It needs - do you speak German? If countries had not "poked" their noses into Germany, Hitler would be ruler of the world - or one of his predecessors.

Yes, but only if the intentions are right.

And to know whether the intentions are right, it's difficult to know perfectly. But history and one's instincts helps.
