As fruit ripens it releases a natural hormone called ethylene. The paper bag traps this gas close to the fruit, thus ripening it more quickly.

I think fruit ripens no matter what, but paper bags help to keep things from going slimey, good for potatoes, carrots and mushrooms. I can't make hard melons ripen, maybe I'll try a paper bag!
