Why are there cutt-off dates for school systms. For example if a kid dosn't turn 5 by a serenent date they have to wait another year, why do they do that?

Somne kids emotionally are not ready for school, so they decide age is abetter cap than emotions. :)

They have to decide at some point to end one group to start another. If your child is on either end of the group, you can decide which school session your child can attend.
