It depends on the town. Most places, yes.

It will all depend, many don't

In some places they recieve a small amount for each meeting they attend

And they can be paid in other places.

Considering for example our city is complaining about 20,000 dollar a year secretary because she is being paid too much, you can assume they don't pay the council anything.

I know in Albuquerque NM, coucilors get 9000 a year.
