to consume is to drink the alcohol. You have to be 21 to drink
18 to serve....you have to be 18 to be a waitress and serve the drinks.

I'm guessing here..you have to be
21 to drink it,
21 to fix it (like pour it in a glass)
18 to serve it after it's been mixed (like a waiter/waitress)

I would imagine that "to pour" is to actually mix the drink, whereas "to serve" would be just to carry the drink from the bartender to the customer. So, the bartender pours, and the waiter/waitress serves.

You aren't actually touching the alchol, just bringing it to the person. But (this is in Ohio) you can not take the money unless you're 21, then you would be selling it to them.
