It seems I heard it on a televangelism program, and my best guess would be that Josh McDowell was the speaker, but it's been so long that I don't remember and I haven't heard anyone else say it. He might have been indirectly citing another source, though...perhaps James Dobson.

James Dobson must have made this remark as it is he who was particular about the need of Sex Education in Schools though it is the Prime duty of Parents.
