At any age the most romantic things are etiquette and manners. They are based on putting the needs and wants of the one you are interested in first. You may even want to call it being Chivalrous/Chivalry.
Hold the door open. Carry her books or packages. Stand when she enter the room. Hold her chair for her. open her milk or juice box for her. Walk beside her. Make sure she is always included in the conversation. Listen to her, even when you could care less what she is saying, pay attention. Compliment her. Make her feel like a princess or queen and I guarantee she will treat you the same and make you feel like a prince or king.
You are bound to make mistakes from time to time. When this happens, don't lie or deny it. Be a man, admit the mistake and apologize. If she makes a mistake tell her you forgive her, and mean it, even before she has a chance to apologize.
The more you do this the easier it will become. In fact it will become habit. I guarantee if you get good at it, you will have any girl you want.

13 years? romantic? C'mon, you can look at Barney, that's what you can do! Life is not running away, take it easy and those things would come naturally. You won't have to ask that question. Give and take the reason young people do and ask all kinds of crazy things is because they are really not ready.

play video games, go to the arcade, movies, skateboard, whatever your hobbies are - do them... You are only 13 - I know you don't want to be told that, but you have a lot of time ahead of you to play around. Right now, do what's important, focus on school and enjoy being a kid -- you grow up way too fast and you can never get your life back once it's gone by.
