First, are you positive it is flea bites? Hives are often mistaken for all different kinds of insect bites - actually the wheal and itch from bites is a hive...

There is a product for nasal allergies called Nasalcrom. It is a form of the mast cell stabilizer cromolyn - mast cells release histamine, which causes the pain, itch and swelling of bites and hives. Cromolyn stops mast cells from releasing their histamine (as well as a bunch of other chemicals), lessening the itch and wheal. If applied immediately, I've found it prevents any itch and wheal of ant bites, to which I am very reactive.

You can buy Nasalcrom over the counter. Just spray it directly on the bites or hives.

I don't have fleas in this area (Reno, Nevada), but when I lived in California and got a flea bite, I would scratch the bite a little then put some purfume on it. It stings for a second, but the itching and swelling go away quickly! I works great for mosquito bites too!! (We DO have those here! lol) Hope this helps! :)
