Exodus 5:1 And afterward Moses and Aaron went in, and told Pharaoh, Thus saith the LORD God of Israel, Let my people go, that they may hold a feast unto me in the wilderness.

Isaiah 42:6-7
I, the LORD, have called you in righteousness;
I will take hold of your hand.
I will keep you and will make you
to be a covenant for the people
and a light for the Gentiles,
to open eyes that are blind,
to free captives from prison
and to release from the dungeon those who sit in darkness.
You may be thinking of a Hymn.
The Hymn "Jubilee" came to mind.
"Jubilee"
This is the year of Jubilee, set the captives free.
Dance and shout for liberty.
This is the year of Jubilee.
This is the year of Jubilee, set the captives free.
Dance and shout for liberty.
This is the year of Jubilee.
Rejoice in Him. Shout Glory! (shouted) Glory!
Rest in Him. Shout Glory! (shouted) Glory!
The Lord Restores. Shout Glory! (shouted) Glory!
This is the year of Jubilee.
This is the year of Jubilee, set the captives free.
Dance and shout for liberty.
This is the year of Jubilee.

I am unaware of any quotes regarding "lawful captives." I checked gateway and strong's exhaustive concordance. It just isn't there.
Sorry. It would have been a nice quote to find.
