There are a few patches of white fur (probibly fungus) on a few potatos. Should I throw them out or are they ok to clean and cook?

When they are soft and a smelly liquid is underneath the potatoe toss it and it's entrails out! Buy fresh ones! Keep them in a cold dark place.

Usually potatoes go bad when you can see roots growing out of them or if you are seeing mold/fungus. If the roots are fresh (small) you can cut them off or peel them off and it's not a big deal. Anything more and you should probably just toss the potatoes.

If they are white potatoes the signs of being bad is that they turn green. usually this is caused by the light. also if the bag they are in is wet then they are going through a heat and they will rot. You can smell a rotten potato

Potatoes will change color (darken usually) get a sliminess to them and an unpleasant sour odor. That is cooked potatoes. Uncooked potatoes, get soft, grow sprouts from the eyes, wrinkley skin and the skin gets greenish with black spots appearing, then they start to rot and smell gross.

Potato's are only bad if they are soft to touch not firm or hard anymore. Also if anything other then the eye's of the potato are growing off them.

If the potatoes are still firm and you cut off the white spots they should be OK.
But, if in doubt, Don't.

If it was me, I'd throw them out. Why take a chance? Potatoes are cheap and doctor bills are not

Throw them away! Moldy or squishy potatoes are not good for eating.

when you start to see the roots growing ouot of them, usually at that point they are also starting to smell a little and get soft, so when if that happens, throw them away.
