We are trained to hold the flashlight at head level during field interviews because in a shooting, there is a natural tendency to shoot for the light. Added to the fact that most shots miss high, and there is a tendency for an officer in a gunfight to crouch, this increases the chance of the rounds going above the officer's head.
Most police officers carry small flashlights, like Sure-Fire rather than Maglites. Maglites make poor impact weapons because the inertia in a forward strike usually damages the bulb, rendering it useless as a light. If I was to strike a suspect, I would use my ASP baton - designed as a defensive tool.

So that if you do something stupid like try to run or shoot them it is easier to thunk you in the head and drop you like a bag of rocks. Try it. Hold a flashlight out in front of you and then hold it like an officer does. It is a lot easier to flip the back end over and us it as a defensive weapon if you hold it like they do.

A head is a smaller target than a body. Also, the position of the arm gives them certain advantages to use the light defensively or offensively if the situation requires.

It is an advantage point for them. If you notice how they are holding it, it can be used as a weapon if need be. The flashlights they use are Mag lights and are very heavy. You wouldn't want to be hit by one.

The flashlight should be away from the head, not close. This is so if you shoot at the officer you will most likly be shooting at the light which is away from the officer

actually they are suppose to hold it about head level and about 2 feet from thier head.
it is to make it hard to make them a target at night, by someone shooting at the light.
