Some people wish souls to be a reality, sadly for them it's only in their personal beliefs, there is not a single evidence for the existence of souls, ghost, or other animic stuf.
Brain is an anatomical device only possible with neurons, and plants don't have them, therefore, no.

Does a plant has a soul or a brain? Please allow me to share an experiment done some years ago, and then a personal comment.
A man walked through a greenhouse where to a variety of plants had been hooked up to electrocardiograms. He spoke softy and gently, and while not touching the plants told them how beautiful they were, and how much they meant to him. The readings the EKG were all gentle wavy lines.
A second man entered the greenhouse a short time after the first had departed. He shouted as he walked through the building, threatening all of the plants, and telling them he planed to kill each of them. This time the reading on the EKG were erratic.
Do plants have souls and brains? In my opinion they have some type of intelligence, (although non-thinking according to most). Their "brain" enables the plants to grow and flourish.
Physically, I believe the "Brain" area is located in the part of the plant right below what would be considered the soil mark. Next chance you get, take a look at a rose bush. The brain is between the roots and the branches.
You have posed a good question, and I hope you receive a large variety of answers.

The soul aside (which is a matter of belief, not science), most animals that come to mind certainly have brains, but plants do not. They get along quite nicely without the ability to think. However, that doesn't mean that they do not react or communicate in primitive ways. Studies have suggested that a tree that is under attack by some types of parasites gives off a chemical that other trees recognize - and this causes them to manufacture defenses against the parasites attacking their neighbor.
On a different note, the tulip poplars on my mountain seem determined to move me elsewhere - seems like every time I look outside, a dozen more 4 ft saplings are there in my yard :-)

Plants don't have souls, therefore, they have no brain. However, they may have a brain without a soul; if so, their brain could be in the nucleus of the cells.

The entire plant is like a brain. all parts function together. Plants are able to adapt well to new conditions, have defenses against stressors, and fight their own pathogens. They know how to survive.

I think that it is in the cells themselves. They do feel. Their brain is just different from ours.
