They are the same as far as they go. To fully define a flange you need to also specify nominal size, the material, heat treatment if required, type of connection (screwed, slipon, weldneck, socketweld) and the bore if a weldneck.

Number 300 would refer to the gauge probably a 300 mm thick flange is rediculously huge

CL refers to a type of steel low carbon possibly

a 300 lb flange the the weight of the total flange also very high

Without more context, your question is meaningless.

A flange is merely a feature of a part. I'm guessing your numbers have something to do with load rating...but you don't give us enough information to figure it out. For all intents and purposes, #1 and #3 are identical. #2 looks like it refers to a steel shape designation...but flanges themselves aren't called out that way.
