If it costs money, no. There is a perfectly good startup manager available in the free spybot search and destroy download. just pick advanced mode, tools, startup. This tool is much better than MSconfig as it has descriptions for many of the startup entries so you will know what is being loaded and why.

Startup Inspector is a good free utility
Snapfiles rates it highly here

There are many other good free start up programmes.
One of the best is:
Autoruns
- http://www.snapfiles.com/reviews/AutoRuns/autoruns.html
it gives details of everything that is starting up with windows; unlike windows msconfig utility. Very useful if you are trying to track down some spyware on your system.

Many free antispyware utilities also include details of start up entries
- Spybot Search & Destroy
- Ewido v4.0
- WinPatrol
