Simply sit her down (casually, like at diner or something) and just slip in "Mom, why don't want us to get a cat?" If she says that he doens't think your responsible, then tell her that you can be if you put your mind to it. And PROVE IT TO HER! Tell her that a new kitten will be good as long as you teach him/her proper obedience, he/she will be fine, and that you're willing to put the time and effort into it, and mean it! Things NOT to do:1) Sneak a cat into the house. She will think he can't trust you now. 2)Don't Beg! She will find it irritating, and think you're too childish.

Talk to her about it as if you were an adult. Ask her why she is opposed to another cat. Explain to her why you think you need another one.
In the meantime, make sure that you're already taking care of the cat duties -- especially cleaning the litter box. You need to make sure she understands that the new cat that you want is one that you will take care of, not one she's going to be taking care of just so you can have a cute cuddly pet.
Go from there.

Why doesn't she want one? Is it possible that she is the one who feeds and cleans up after the cat you already have? I know that's what made me say no to my kids about another cat. You'd better ask her if this is the case, and if it is maybe you should focus on the care of the cat you have and prove to her that she will not just be taking care of one more animal.

talk your mom into going to the animal shelter just to look at them. Bring a kitten to her at the shelter if she says yes and show her the face.(always pick a cute kitten with such an adorable face, you'll want to cry).

why don't you ask her why she doesn't want another kitten? Maybe is it because she does all of the work? or do you all take the responsibility of cleaning up, feeding, and taking the cat to the vet?

just bring one home and tell her it followed you. she'll start to like it and she wont wanna let it go. that's how i kept all of my pets when i was younger
