Because the Earth has a high heat capacity. It takes a long time for the ground to heat up, and it is still heating up after the peak solar heating has passed. And it cools slowly for the same reason. So the result is that the hottest time is later than noon and the coolest time is later than midnight.

I hope you realize that 5:00 pm is not necessarily the hottest time of the day everywhere on earth and at all times of the year. It's the hottest part of the day where you are due to the duration of thermal increase as the day progresses.

5pm is the hottest time of the day because by this time the sun has been shining on everything such as the roads, buildings, etc. everything is twice as hot. This is just before sunset for half the year and it is like having little heaters all around and one big one up above. It feels even hotter because shortly after this it starts to cool off drastically when the sun is setting. This is when we feel the sudden change in temperature and think it was twice as hot but what really happened was it just got cooler.

The environment has had maximum sun exposure and absorbed thermal energy is being and has been radiated at an incredible rate. After this time, the sun's rays are more indirect and do not heat things up as much.
