I used to breed miniature schnauzers, and had several female dogs before that, and yes, it is normal. She will go into heat within 3-12 days from the time she starts bleeding, and this attracts male dogs BIG time, so you might want to keep an eye out for her if you do not want her to breed.
But she's fine :)

Yes its normal. My female Pomeranian has the same thing happen to her when she is in heat!!!
