It was BS. the Mexican gov knows the American dollars are their second biggest source of income and the guide was printed to help people succeed in coming to the US illegally.

The country seems bent on emptying out it's cities and towns where Mexico might have to actually do something for it's people and that's the best Mexico can offer it's people is that guide..
