First of all, I'm not too sure what the "insurance" and "acts of God" are supposed to mean.
I'm just guessing you mean that "can atheists use something to cover up for their sin?"
No. You can only ask God for forgivness, and accept Jesus as your savior, and you'll be saved, but you also need the faith. Someone could just say, I'm gonna do this to go to Heaven and not Hell and forget God and get on with their lives thinking, I'm saved. If that is the case, or if you prioritize something over God, you won't be saved. But once you're a true believer, even an assassin could go to Heaven.
