I grew up Jewish and no, we are not all able to speak and understand Hebrew. Just like any other foreign language, it has to be learned. I appreciate your honesty.

No. No one can speak for all Jews, but generally speaking, all Orthodox boys learn Hebrew before age 13.
Of the Conservative and Reform Jews, most affiliated (belong to a congregation) Jews send their children to Sunday school where they learn Hebrew by the age of 13 for their Bar/Bat Mitzvah.
In all denominations of Judaism, reading Hebrew is not required, but when studying Torah, we always have the Hebrew text available and often discuss different meanings of the translated text. In a group of 15, there are always several people who can read Hebrew.
Don't know why you think it's a "silly" question. I think it's a great question and I thank you for asking. Find a Torah study group to visit.

I am Jewish and my parents could not afford a bat mitzvah, so I did not go to Hebrew school and I cannot speak or read it.
