Flash is the widely accepted program to make animations. I don't know much about it sorry, but its what ive heard to be the main, basic animation program.

depending on what it is that you want to animate. When I make a 3D animation i really don't need to ever leave the same program i used to make the graphics. but if you are looking to animate jpegs then Macromedia Flash is the best. it also works best if you planning to put it in a web page.
