It is possible that you do not have a lack of testosterone, but that you simply grow no hair at certain places. Although it is rare, growing few or no hair at some places could have nothing to do with hormones. This expains why some men grow hair on their chest and others not.

Certain characteristics could point to low testosterone:
- high(er) voice
- small or shrunken genitals
- weak muscularity (lower than average)
- low sexual desire and potence

However, the best way to find out if you have low testosterone is to do a blood check on testosterone (go to a doctor). I advise you do this before you take any steps.

A significant rise in testosterone can increase hear growth in adults.

If you wish to increase testosterone in the body, hormone replacement therapy is not the solution. Don't do it! Neither take any steroids, as they don't produce any male characteristics (only support muscularity) and can cause damage to the heart.

There are natural ways to increase the production of testosterone in the body:
- have 7-8 hours sleep a day
- increase sports practice. Bodybuilding is one of the best ways to increase testosterone. Experts claim that testosterone can raise by 40%. The higher the intensity of the workout, the higher the production of testosterone. Leaving less rest time between exercises also increases release of hormones.
- Consume vitamins. Zinc aids to produce testosterone.
- Avoid estrogen producing food such as soy, etc.
- Limit ejaculation (not necessairly sex) as much as possible. Sperm is proven to contain hormones and valuable nutritions.
- Avoid stress and overtraining. When one of these occurs, cortisol is released, a substance which suppresses the production of testosterone. Overtraining is recognized by longer recovery times, insomnia and irritability.

On the internet there is plenty of information to be found on hormone production. If you require more information you can look at wikipedia or use the search engines.

Your lacking testosterone or it's in the genes...it might even depend on your race (Chinese, native american, European, etc....). I'm not so sure on the race thing though.

The first thing you can do is shave your face at least once a day even if it looks like there is nothing to shave. That will start to thicken it out.
