I would think, 'Okay, either this guy is a biker and the leather pants are protective wear, or he is cheesy and stuck on himself and stuck in the past because HELLO leather pants are not fashionably in anymore'.
I would find out some how why this guy was wearing these leather pants and I would go from there.

Overlook it, if the relationship deepens over a period of time and he persists in wearing these tight leather pants then diplomatically bring up the subject and express your feelings. Otherwise chalk it up to poor fashion sense.

Laugh first. Then ask him if his pants are so tight that they squeek whenever he sits down or passes gas while at dinner.
Thing here is to have a sense of humor about the whole thing. Nothing wrong with dressing up.
Now if you showed up in a rubber latex catsuit, he would purrr!.
