Turkey is a "Visa National" Country so your boyfriend will need to get a visitor visa from the British Embassy in Ankara.

He needs to call his US consulate and ask what are the requirements to abtain a US tourist visa. Then they will take him through the steps.

Why bother go to immigration on arrival tell them he wants asylum. They will give you a house him money and a driving licence. Sorted.
