Are there marina's in the Metro Washington DC area that allow Liveaboards year round?

The Gangplank Marina has several amenities:
Laundry, Shower, Phone and Cable hookup, 24hr security, water and 50 amp 125/260V electric.

Last but not least: De-icing bubbler system! (and a notary!)

At the first link below, it says this is the only marina in the area where you can liveaboard.
