Most air traffic control communications use VHF because it is line of sight. You use it for local communications because unlike HF it can't be heard long distance so it doesn't interfere with the communications of distant airports and aircraft. So distant operators can use the same VHF frequencies as you without interference.

From my experience, HF isn't common on aircraft. VHF-AM is the most common radio system, with VHF-FM and UHF-FM also being used, but not necessarily to talk to the tower.

Aircraft radios are not designed for range. You don't want to bother every airport with a 300 mile radius when you are trying to land at your little, local, municipal airport.
