The Mazda 3 has no incentives because it was Consumer Reports Best small car this year, above the Honda Civic. So they don't need to give incentives for people to buy them, their reputation is all they need.
A Honda Civic is also a good choice.

Kia Spectra and Kia Rio, both under $20 K with 100,000 mile 10 year warranty. Also the VW Rabbit is cute

Honda Civic is more reliable and fuel efficient than VW and Mazda 3. And you can customize the hell out of it. Hands down. Period.
Its cheaper too.

Mazda, Toyota, Honda, Hyundai and Volkswagen all make good cars for under $20K, but you may want to consider a Saturn. They're very reliable, good on gas, and since they're made in the U.S. they're cheaper to service and to get replacement parts for.

Honda is the best. It will last you a long time. I have a 92 honda accord and it still runs. I don't drive it much, but it still goes.
