She may be lonely for her litter-mates.
The whining when she's playing with a toy is probably more the sound of the wheels turning in her head... Do you ever whistle or hum talk out loud when you think?.. just a speculation.
I know on occasion my dogs will start to whine in their sleep.... canine version of talking in your sleep.
My baby- Tess (just turned 1) will sometimes growl at the toy she's chewing on...
I wouldn't worry about it unless it lasts for more than 30 seconds, minute or more- that could be a sign of something more serious- like she's upset you're going to town and leaving her behind, or she's in pain...

My dog does it too! I have a two year old golden retirever and a nine year old golden retriever, Duggan and Riley, respectively. Duggan is what we like to call a "talker" in that he is always making noise, no matter what he is doing. Riley on the other hand is not, and hardly ever whines or barks. Duggan whines the most when I throw a ball for him to chase, and he will whine as he chases and picks up the ball. By the time he gets back, he will be playfully growling when we try to get the ball.
He also on occasion will whine while he is laying down staring into space, as you put it. He also whines when he needs to be let out of the house to do his business.
I wouldn't worry much about your Rylee, it sounds like she is a talker too. Take into account your dog's body language (eyes, ear positioning, tail movement) when she is whining, and chances are you'll see that she is just trying to get your attention and talk to you!

your puppy is just learning to use his/her voice and making sounds is a new thing for the puppy
could just be a very vocal dog, check on the breed characteristics
the whine while playing could be sounds of joy or just play noises

If it's a pit bull, it probably wants some loving attention! They are the most human like dogs out there and need alot of attention. (Just like a kid)

Might be it is because u feed him a lot of sweet.Germs can cause tears flow from ur pet's eyes.

I think is because it needs another dog to play with in my experience my dog used to haul for noreason at all and then i got another dog for him to play with and he stoped

Your puppy probably misses it's mother, or it wants attention, or if it does it sleeping its dreaming, or when its playing its just excited. :)
