Is there any formula to determine the file size of a PDF based on the number of pages in the document?

Not really, since PDF is more like an image than a document. It all depends on what you have contained in the PDF.

If it is just straight up text, then I would create a PDF with 2-3 pages of text, save it, and look at the file size. Then do the math to determine the end result.

Remember that indexing, bookmarks, and all the other options available in creating a PDF will add to file size.
