I don't know how the Navy operates, but in the Army, you can. Get a list of where your dad has been stationed and then call or write to find out if they have a photo section or who took the photos. Chances are, you'll be able to find some. We have people that do nothing but take photos here and at the end of a cycle, do a slide presentation (DVD) and they receive a "year book". From what I know, you can get past issues.

Probably. You can try to contact a local public affairs office. If you know where the photo was taken, you can try their PA office directly.
