It is referred to as a tilde and older versions of Windows use it when displaying file names that are longer than 8 characters. The ability for Windows XP to display temp files is based on an older technology that can not display extended file names (longer than 8 charaters).

Yuo will also see this in older software programs, most often when you intall them. It will ask you to intall into C:\Program~\Games or similar.
