It's called tilde. It is used in many cases to take the place of several letters like an apostrophe.

It is referred to as a tilde and older versions of Windows use it when displaying file names that are longer than 8 characters. The ability for Windows XP to display temp files is based on an older technology that can not display extended file names (longer than 8 charaters).
Yuo will also see this in older software programs, most often when you intall them. It will ask you to intall into C:\Program~\Games or similar.

~ is a called a tilde. It has no special significance, other than just another character you can use in a filename. It is often used in temp files so that you can sort the directory listing alphabetically and find them all at the end and easily delete them all in one shot.

The ~ character is called the "tilde". Usually it is used to give an approximate value, eg ~1000 people (about 1000 people). Otherwise, it is just a nonsense character that people put into file names for whatever reason.

It's called a "tilde", though some call it a "squiggle". It appears over certain Spanish letters to donote pronunciation differences, as "Ã" instead of "N", meaning that it should be pronounced as "nya".
