This talks about the "The Council at Jerusalem".

A council is an "administrative or legislative body".

For example, a city council "administers" an entity called a city.
A city council determines the rules and regs for the city.
The mayor is the leader of a city council.

Who made up the Jerusalem council?
Who was the leader of the council?
What entity did the council administer or legislate over?

Apostles and elders. Peter was the head of the church.
Act 15:7And when there had been much disputing, Peter rose up, and said unto them, Men and brethren, ye know how that a good while ago God made choice among us, that the Gentiles by my mouth should hear the word of the gospel, and believe.

The Jerusalem council is the fist church council
It surrounded the controversy about whether gentiles need to be circumsized to be saved and also what the role of the law is. So the council met in Jerusalem but concerned what to tell gentile christians

Interestingly the list rules it came up with were alot like the laws Noah had which would be for the nations.

Also interestingly the question about circumsision was not explicitly tied to baptism as the new circumsision

James the apostle had died, this James was probably Jesus half brother and the author of the book James

Acts 15:6 states that it was "The Apostles and the Elders". No mention of the size is given.

Acts 15:7 implies that Peter was the leader of the council.

The entire passage is about what Gentiles should do, when they convert. As such, the council is claiming authority over Gentiles who converted to Christianity.

I read from the king james version and it doesn't word it to say anything about a council...but when the question was posed they went to the apostles and elders..that went before the body of christ...on that wise...the 5 fold ministry which was ordained by God....Ephesians 4:11
And he gave some, apostles; and some, prophets; and some, evangelists; and some, pastors and teachers;
12For the perfecting of the saints, for the work of the ministry, for the edifying of the body of Christ:

Any other councils ..of that time were ..of the religious order of that time...Pharisee .saducees..ETC.God bless
