An international driver's license must be obtained from your home country. This permit only verifies that you hold a valid license in your home country. It is your foreign driver's license that allows you to drive in the United States. Contact the authorities in your home country to get an international driving permit, as the United States does NOT issue international driver's licenses to foreign visitors.

It depends on the state. In the state I live in foreign drivers licenses are honored as long as you have not established residency in the state. You should check with the Illinois Department of Safety.

Are you talking about an indian reservation drivers license? If so then I would first call the Sec. of state in Illinois and ask them, they would know.

No you cannot. Driver's Licenses from other countries are not valid in Illinois, or anywhere else in the United States that I know of.
