Neither. I think they're desperate attempts by the faithful to find tangible proof of life everlasting, because faith is such a difficult thing to maintain during one's lifetime without occasional flickers of doubt. I don't think the witnesses in Fatima and Medjugore made their stories up, per se, but I do not believe the apparitions were real. God challenges humans to believe in him through faith.

Medjugore and Garabandel are questionable.
I believe Medjugore is a Hoax.....these seers never see the feet of this supposed Mary. Maybe because they are hooves? Another thing is that there is a lot of controversy over what is being said at Medjugore. The Catholic church has not proclaimed it real.

Lourdes is definitely real. Thousands of people have been healed from incurable diseases and disabilities from the water of Lourdes. Whether one gets cured or not is God's decision. Sometimes it is in the best interest of our Soul to suffer and so God does not cure us.

Fatima is real. There were thousands of witnesses to the Miracle of the Sun....and it was photographed.

There are however many false apparitions...most in fact are not real. The devil does like to put people in a Frenzy. People often get emotional feelings from running after this apparition and that one. But The Catholic Faith is not based on feeling good or getting warm fuzzy feelings....it is about making mental decisions and carrying those decisions out.

1 Corinthians 11:14 says Satan transforms himself into an angel of light.
Quite the trickster he!
Why would God turn to Mary for any reason after having sent Jesus to tell it all.
That's the gist of Hebrews chapter 1.

Is it really that cut and dry... I think so. The apparitions of Mary point people to praise and worship Mary, not God. When you read the Bible, you see that God does not share his glory with anyone. Mary is not a diety, she should not be worshipped. Anything that takes the focus off of God is an idol. Satan is using this to distract people from the truth of God's word.

Satan is the prince of the power of the air , He is also the father of lies . I don't believe that people are seeing anything more than what they want to see . Satan can deceive people in many ways . We should worship God , not the virgin mary or angels either .

I believe the big ones you mentioned are definitely legitimate. There are also others thay may not be legitimate. You need to use your discernment regarding the message and the messenger.

The messages are usually about repentence and leading a spiritual life as well as prophecies of what could happen if people don't change.

Mary also appears to be sensitive to her audience. That is, if she is addressing a Catholic audience then her messages do not go much beyond traditional Catholic doctrine.

However, she has also given messages that go well beyond traditional christian concepts. If interested, please see here for examples of this.

Why would the devil try something so counterproductive? During the appirations Mary preaches pray for the good of the world and the conversion of souls...i dont think that thats very satanic...

I liken them to the witch fanaticism of the 15th century. They are neither messages from heaven, nor Satanic tricks, they are a form of mass hysteria.

It depends on what the apparitions would have people do. If one told folks to go out and become suicide bombers, I would say it was satanic. To love and care for each other... God sent.
