I think she should persue this relationship, who knows what might happen, she might find the love of her life and her brother's relationship might not last at all. If she doesnt try with this relationship she will always be bothered with the what ifs.
If her brother really loves her he will get over it, its not like its his ex.

She should just ignore her brother because he seems too wrapped up in the girl that he's seeing to even bother being the brother that he used to be. If this guy is making her happy and doesn't see that there is a problem with her brother and his ex then there isn't a problem.
I think her brother is making a bigger deal out of the situation and quite possibly it seems as though the girlfriend might have something to hide so she doesn't want her ex to tell the family any information on her. It's just a hunch and there may be nothing at all, but that might be what's truly bothering her brother.
I do still however think that she should just ignore her brother and be with this guy if he's making HER happy, because it's NOT about her BROTHER's happiness.

She should date the guy, who cares what anyone else thinks, Her brother isnt dating him why does he even care. He's only worried about certain gatherings where they might have to co exist for a few hours. Which will cause tension. But thier all in there 30s so they should grow up and start acting like adults.

Find out why her brother flipped out about it. If it's nothing major, she should continue seeing /talking with the gentleman she met. It's her life and if her brother can not come up with a very plausible reason for her not to see him, she should ignore her brother's advice until he does come up with something reasonable.

It sounds like a bad situation. Problems will arise with this. There is plenty of more men out there for your friend, I think she will be the one who gets hurt in long run.

She's an adult and doesn't need permission from her brother or anyone else about who to date or talk to. She needs to lead her own life and not expect approval from her family.
