Thats called Optical Character Recognition (OCR)
There are standard software available for this, but while the english OCRs are reasonably accurate, the efficiency for other languages will vary!

You can extract text from images with OCR (optical character recognition) software. This is the same software that is used to turn scanned pages into text pages. However, the accuracy of the conversion depends on the image. The more the image looks like a regular page of text, the better your results will be (in general).

You may also be able to use Adobe Acrobat Professional to capture the text in an image.
