Roadway laws are a state matter. Some of the enforcement is even on a local level. In some areas, passing on the right can be considered reckless.
In our state, the governor is on record with regards to this issue. He was terribly upset that vehicles pass him on the right when he travels at the posted speed limit.
My guess is the folks in the left (the rolling roadblocks) believe they have a right to road like everyone else.
I hate it, but there aren't any solutions for us right now.

It isn't a law. However, there always signs reading "Slow traffic keep right". I hate that people don't get that. It is often referred to as the passing lane for a reason though.

There is no US traffic law. It is different from state to state. Most states do have passing only lanes on the highways, but others don't.

l'm with you but unfortunatley there is no US law covering this. State's pass their own traffic laws and not all of them say that the left lane is passing lane only. Too bad common sense and courtesy isn't a law.

In California, it used to be that you could get a ticket if you were going more than 15mph under the speed limit in the left lane, but I think they changed it.

You are correct.
However, I live (and drive) in NJ. It's very very crowded on the highways and someone has to drive in the left lane. Otherwise there isn't enough room for all the cars on the road!
Why shouldn't it be me??

The United States, as a federal government, does not handle traffic laws and regulations.
That is up to individual states. I suggest researching the laws of your state to find the answer to your question.
All the states have website and have their state laws and ordinances posted there.

i always see signs that say left lane is for passing only!! my friend drives only in the left lane b/c she doesn't like "changing lanes"--how safe is that!! she's also brushing her hair!! we don't drive together anymore!!

tyically, the left lane is for passing only. always stick to the right.
unless you're passing or making a left turn.
