I would recommend "how can I help you"

how is an interrogative inquiring the manner or the way in which you can help someone

what is an interrogative that references a specific subject matter....along with that if you use 'what' that makes the thought incomplete...it should be "what can I help you with"

and by the way....'can' is the appropriate term.....'can' refers to capacity, capability and method

'may' refers to permitted....it doesn't make sense to say "how may i help you?" but it is perfectly logical to say "may I help you" (in other words, do I have your permission to help you)
