As for your brother learn to walk away. He can't argue alone. Scream? how old are you? Maybe you are too young to have the responsibility of a dog. As for being responsible. Keep your room clean...without being told. Do the dinner dishes....without being told. When your mom does laundry, cleaning, cooking offer to help without being asked. During school months do your homework....before play or friends. Keep your grades up. Dogs are very expensive to keep. Are you old enough to baby sit or do yard work to help pay for the dog food (cheap food is no good, good food is expensive) and the vet bills? Every dog needs vet care, including dental. The vet bill for a sick or injured dog will be high. It WILL get sick and/or injured.

Well, you have the right idea about not fighting. If you just ignore him, or go to your parents without hitting your brother, it would show that you have self control and that you have matured. Also, if you get your parents to go into a pet store or shelter, and have them look at- and hold- some puppies, they may give in- my dad did for my kitten. Also, you can look up a lot of information on the dog that you want to show that you know how to care for one and that you will be responsible for it. I hope this works and you get a dog!

Stop the argument with your brother before it gets physical. Tell him when the argument starts that you'd rather not argue because you don't want to get in trouble. Try to find another way you can settle your disputes with him. If you do argue with him and he hits you - don't scream or find something to muffle your scream like a pillow or something. Try to do something that isn't your chore, but would help your mom or dad out around the house.

Ask for a plant instead. Take care of the plant religiously and show to them that you can take care of it. Make sure they see you every day watering and cleaning that plant. Do this every day for a few weeks. If you can do this you will be proving to your parents that you are responsible enough to move on to a real pet. It might take a while but this is one way to prove to them. They have to admit at some point that you have what it takes.

Figure out what you may be doing that provokes your brother. Do you call him names that you know drive him crazy? Do you invade his privacy, or touch his posessions without permission? If you want to prove you are responsible, you need to figure out a way to stop the fighting that you can control--and that means looking at how to change your behavior, because you don't have the power to change anybody elses.
