Absolutely Photoshop is the best.
Paintshop Pro is also excellent.
Photoshop Elements 4 is very good, especially for the novice home user, and it is a fragment of the cost of Photoshop.

I use Roxio easy media creator. I do slide shows and make
video's out of hundreds of still shots from my digital camera. It's relatively easy to learn and has proven to be the best for me. I have tried 4 or 5 other photo programs prior to purchasing Roxio. It's about $100.00 dollars, but worth the price.

Photoshop is for photo editing. If you are talking about photo management and making albums and such, iPhoto. Adobe has their own iPhoto knock-off.
