Cut back on the food.
You need to feed less food. Depending on the size of the dog you are just feeding to much food.
I took 20 pounds off my weimaraner and did not change his exercise at all. I gave him one cup of food in the am and one cup in the evening and that was all.
If he got a treat it was piece of carrot.
He has hip diplasia and is blind so lots of exercise hurts his hips and he does not run much as he can not see and runs into things. He gets to run every day with my female weim in the pasture but not for a long time and the vet said to be careful about how mcuh exercise as he did not want his hips to hurt. So we cut back on food. It took about 3 months but the weight came off and has stayed off.

He probably ate more when you changed his diet. Do you leave his food down all the time for him to eat when he wants? If so then make sure you measure it out in the recommended amount and do not refill it until it is time for his next meal. Also no people food or doggy "treats". This is where many of us sabotage our furry friends diets.
Any amount of exercise that is more than he was getting is good, but be sure to follow your vets instructions. As he loses some of the weight he will probably be allowed to do more because he will be putting less weight thus less strain on his bum leg.
Just hold on to your sanity. Like when we lose weight it will come off slowly if you keep your discipline and don't give in when he looks at you with those puppy-dog eyes.

sorry to hear about your dogs leg. ask the doctor if he can swim? normally swimming takes weight off the legs but is good exercise. its what my friend did when his dog had a broken leg. your dog will weight less in the water and so no stress on the injure leg and swimming takes more muscles then just walking or running. hope this helps. my friend just dig up a big pit in his back year and line it with tarp and fill the water it was like a custom pool just for his dog and it work out great.

When I put my dogs on a diet, I decrease their food by a half a cup and put a half a can of green beans and water everytime I feed them. It works but it takes a while, maybe you could try that. Good luck and I hope his leg feels better also.

Whose sneaking him food? Someone feels sorry for him and is scrapping the dog lol. My mom would mix carrots and peas or such with their food. Also she would give them snacks of veggies and no more biscuits. Are you giving him something for his leg? So maybe you could take a longer walk right after his pain medicine when he is able to do more?

If you feed him too many dog treats or people food that may be the cause. So if you do that then stop!
