Well, the Twinings teabag pack by my side says to pour the boiling water onto the teabag. And that's what I usually do.
I prefer to have the teabag out and then add milk. That's because adding milk will thicken the tea, and thus not allow the teabag to add more tea infusion into the water.

Put the teabag in the water first (if making in a mug), then allow it to brew for a couple of minutes. Then when it's strong enough take out the teabag, then add the milk and sugar (if needed)
However, if you're making in a pot, add some hot water to warm the pot, leave for a couple of minutes, then swill the water around and pour out. Then put in the teabags, then add the water, and leave to brew until it's strong enough.

Teabag in before water. I tend to leave the teabag in when I add the milk and it really annoys my boyfriend who thinks doing that is just wrong.

Teabag first, then BOILING water, tea bag out, milk in. My Dad's friend was high up in the Tea Trade Association and maintained the perfect cup was always made with leaves not a bag, that they should be brewed in a bone china pot with boiling water for exactly four minutes, then poured into bone china tea cups with the milk already in, obviously through a strainer. I have to admit, he made an excellent cuppa, but really, who can be ars*d? Tea bag tea does taste better in a bone china mug though.

Teabag in first, then add water. Add the milk as you take out the bag. But the real question is, why don't you use loose tea?
P.S. "Tefi" has it right
P.P.S. And I'm an American....

I put the teabag in the cup, then add the water. I take the tea bag out then add the milk!!
I just dont get how you can know how much milk to put in if the tea bag is still in there! Its going to get stronger when you squeeze it to take it out.

Put your teabag(s) in the pot, boil the water, pour the water over the bags and let steep until desired strength. Remove bags and enjoy.
If you're making tea in the cup then put the bag in the cup, pour boiling water over, steep to desired strength, remove bag, then add sugar, lemon, milk, whatever.
Voila... the PERFECT cup of tea!
