It could be any number of reasons, but two stand out to me. They have shown repeatedly in the past that they believe the give peace a chance first diplomacy route is the best way to go. As an overall whole they try to limit the deaths and destruction associated with war, but it has backfired on them in the past, most notably Nazi Germany taking over France.

The other reason that seems to stand out to me is that before the war they did make quite a bit of money off of Iraq with providing foodstuffs and medical supplies to the people. They may have been loathe to give it up. Afterwards it became a matter of politics as the Iraq war backfired on America (most notably the Bush administration). Seeing what happened to the Bush administration, would you be ready to jump in and help them later if you saw how his numbers dropped. Whether you thought the war was right or not, you'd probably be afraid others would see it as wrong and would leave you, making you lose your office. So the French officeholders are afraid to back America now.

Because the government of France, like the people of France, and the majority of the people of the world, do not want war.

Dubya's policies are not new :-

“Naturally the common people don't want war; neither in Russia, nor in England, nor in America, nor in Germany. That is understood. But after all, it is the leaders of the country who determine policy, and it is always a simple matter to drag the people along, whether it is a democracy, or a fascist dictatorship, or a parliament, or a communist dictatorship. Voice or no voice, the people can always be brought to the bidding of the leaders. That is easy. All you have to do is to tell them they are being attacked, and denounce the pacifists for lack of patriotism and exposing the country to danger. It works the same in any country.”

My God are you dumb...We do not need France's help... no nation on earth at least in their right mind would ask for help from France and still expect too win a war... they would surrender before their troops even left for deployment!

I'm not with or against France, but they must have their reasons + if arab countries didn't react, why would France care? At least if Arabs reacted, there would be a ground for France to do something (not by fighting), but the ground is not there.

Maybe because they are conscious of the fact that, by involving in this war, their country will have more to lose than to win. And the more countries are involved in this war, the more victims will be...and the longer the war will be.

Because the French are cowards, they never help anyone unless its in their interest. Plus, they have a collosal chip on their shoulder regarding the USA because we saved their butts twice in the 20th century.
